The National Weather Service reported that Hurricane Dora produced wind speeds up to 60 miles per hour, combined with warm temperatures and dry conditions, creating extreme fire risk.

Beyond weather conditions, aging infrastructure, poor land management, and insufficient emergency response have been identified as contributing factors. Video evidence from across the island shows powerlines collapsing in the wind and igniting dry vegetation, with at least one instance where a falling tree caused electrical arcing. Hawaiian Electric’s 60,000 power poles, mostly wooden, were described in company records as built to “an obsolete 1960s standard.” Many power lines failed to meet the 2002 national standard for withstanding 105-mile-per-hour winds, and surrounding vegetation was not adequately maintained.

In response, numerous lawsuits have been filed against entities deemed responsible, including Hawaiian Electric and Maui County. A significant development occurred with the announcement of a proposed $4 billion settlement intended to compensate affected homeowners, businesses, and other parties. The Hawaii Supreme Court recently ruled that insurance companies cannot pursue independent legal actions against entities deemed responsible for the wildfires, including Hawaiian Electric Company. This decision allows a proposed $4 billion settlement to proceed, aiming to compensate affected homeowners, businesses, and other parties. ​

What caused the Kula Fire?
